Officials in health sectors observed that youth experimentation and consistent vaping have surged tenfold over the past ten years, with roughly 20% of British teenagers aged 11 to 17 reporting having tried vaping.

Evidence was documented linking vaping to poor oral health, including mouth inflammation, ulcers, and dry mouth, alongside adverse mental health effects such as increased anxiety and depression. Public health officials noted that while e-cigarettes might offer harm reduction for adult smokers trying to quit, protecting non-smokers and minors from nicotine exposure remains crucial.
